Everything has been put together here and organized for maximum ease of use:

Step 0: Download the above, unrar it.
Step 1: Run the program in the Step 1 folder, this will download the character builder.
Step 2: Run the program in the Step 2 folder, this will update your Cbuilder. Make sure to specify the directory to which you installed the program in Step 1. Be absolutely sure of this, because it may try to install in a different directory (Program Files as opposed to Program Files x86 or vice versa), which will not work.
Step 3: Move the files in the Step 3 folder into the CBuilder directory.
Step 4: Run the "CharacterBuilderLoader.exe" file. It will take some time to download all the custom content the first (and perhaps second) time you load it.
Step 5: That should be it. Remember, always open it using the CharacterBuilderLoader.exe and not the default Cbuilder file.

If you don't have access to Starblade Flurry, I'd probably go the staff route instead of a dagger. You can get an accurate staff just as easily as an accurate dagger, and Staff of Ruin is an excellent weapon. Plus you have access to Staff Training and Hafted Defense, and the awesome Staff Expertise.

Starblade Flurry is pretty much the only reason a dagger is at all popular for a monk.

Flowform armor is generally the best cloth armor for any given situation. Kinda makes Steadfast Amulet redundant, though, so I'd say personal choice on neck item.

Depending on your starting level, though, you might not have a wide selection and may need to make do with what you have available.

If a character's bonuses are left unchecked in favor of DCs and opposing checks based only on levels, it could eventually become impossible to hide anything from the character's passive insight and perception.

Good reasons aren't too difficult to come up with, right? For example, I want to guess at a person's motives with an insight check, but that person could secretly be a level 30 dragon with high level-based bonuses to every skill. Naturally, I would have no chance, but if my skill bonuses ever became on par with a level 30 dragon's, we'd simply end up encountering more of such.

Oh, I see what you mean now. Not going to hit much at level 6 with only +7 to attack. +12 sounds better but not sure what I should give up. Deadly draw is good, but so is everything else. That's the only thing I could really give up. My only problem defense is fort, and slightly will.

With a decent Wisdom score, your Will defense should be fine at this level without any feat boosts. I took Superior Will on my Invoker primarily because of the level 1 daily that causes her to daze herself.

Any character is going to have 1-2 defenses that are weak, that just can't be helped, really.

I think it's okay to not pay a lot of feat-service to defenses in the heroic tier, as it's not until mid-paragon that they start to fall severely behind expected math.

Remember, though, melee training just boosts your basic attacks, so it's more of in case you need to charge or make an OA or something. Your implement attacks will still have a lower attack bonus, but since they hit NADs they'll still be accurate.

It's fine for anyone to wear it, right. We can divide up the loot more evenly after we're done with the tower, but until then, we should utilize our combat resources etc.

FYI, Sureiya's perception of the enemies in the room is based on his PASSIVE perception, as he was only able to see into the hallway when he first made a Perception check (and was too far from the enemies to realistically hear them at the time).

I could go ahead and advance and roll via DiceTool, but we'd just hit a brick wall again as soon as Jyoji had to take his turn. I'll hold off as long as I can for IC, but if I have to go somewhere I'll make a post before I do making a roll for Bern's OA with Dicetool.

Then if IC STILL isn't working when I get home tonight, I'll have to look into alternative websites, at least temporarily.
