Allow me to explain. The blackguard is from the MM2. There is a clear shift in design philosophy from what we call generation one and two monsters, which are monsters from the MM1/2 and other books published around the same time, and the later generation of monsters, called generation three monsters.
Generation three monsters, those being from the Monster Manual 3, the Dark Sun campaign setting, and the Monster Vault (and including monsters from then on), are generally accepted as more challenging and better balanced than the previous generations. Lots of things have been changing as monsters have become more and more advanced.
To put it simply, in the early generations of monsters, soldiers received a +2 bonus to attacks. Likewise, brutes received a -2 penalty to attacks. These are two things that seem to have fallen out of favor in monster design as of the Monster Vault. However, the Adventure Tools monster builder still defaults to giving soldiers an attack bonus that is two higher than the default, and I believe Artillery receive the same bonus. However, the design philosophy there has also shifted, and it seems that artillery only now receive the +2 bonus on their ranged attacks.
I tend to advocate the newer standards rather than the older ones.
