Well, what I had in mind was Blinking > Taunt > Charge taunted target, that should leave little chance of getting disrupted.
Also, the "semi-carry" idea only works if the charge damage is still based on his base+item damage. It's stated as "base damage" in the Heroes database, but I'm still not fully convinced.
Yes, like you mentioned, this build isn't the most ideal one since Legionnaire primary role is a tank/initiator. However, it might work if this particular Legionnaire was facing off against a burst-damage team with one or two primary targets to get rid off during the short Taunt duration, (Tempest, Hellbringer etc).

Well I might be wrong, but getting some dps items after your core build might help against that line-up. Valkyrie and Engineer could just pop their ultimates and kill off the rest of your team before coming for you. In this case, primary targets like Valk, Engineer and Night Hound have to die before your taunt duration is over.
Regarding stacking, I can offer two tips. First, it's best to double stack before pulling since you deny an entire wave of experience and maybe one or two extra creeps if done right.
Second, only if you're on the Legion team. By cutting one or two trees, you can pull the neutral camp on top of the pull camp towards your creeps when they're almost done killing the common pull camp. This can be used for easy stacking as well.
