Well, the idea being that if you come back alive with 50% health, you don't want to be nuked down instantly. His Int gain is low, but by mid-levels you can use Astrolabe twice before it threatens to take away your potential to ult. Once you start getting +stats it's not even noticeable.
Codex seems questionable. He's not a volley of spells hero like Fayde, his passive encourages burning them down over a short time. I think you want to stay alive as long as possible with your passive at as many charges as possible. Over time, the passive ability will far outshine the damage of his two spells.
Spellshards would certainly be nice on him, but I wouldn't get it before a tank item or two.
As for jungling, he seems perfectly capable of taking out a double-stacked easy camp after the minute mark, then you use the pull (stacked if possible) and a medium camp to hopefully reach level 3. Level 3 passive with a buckler/hatchet should burn through every camp except minotaur/catman pretty quick.
