Step 0: Download the above, unrar it.
Step 1: Run the program in the Step 1 folder, this will download the character builder.
Step 2: Run the program in the Step 2 folder, this will update your Cbuilder. Make sure to specify the directory to which you installed the program in Step 1. Be absolutely sure of this, because it may try to install in a different directory (Program Files as opposed to Program Files x86 or vice versa), which will not work.
Step 3: Move the files in the Step 3 folder into the CBuilder directory.
Step 4: Run the "CharacterBuilderLoader.exe" file. It will take some time to download all the custom content the first (and perhaps second) time you load it.
Step 5: That should be it. Remember, always open it using the CharacterBuilderLoader.exe and not the default Cbuilder file.

I'd like to have Bern spend a surge, as she hasn't spent any yet I think, before Anon supposedly spends one. That leaves the tally so far at Me using a surge, then Lili, then Bern, then maybe Anon and we'll see what we need from there I guess. I might need to spend another.

Michael Silversteel (Hideiling):7/45 HP
Spend one surge for 11 hp, so at 18/45 hp (20 if I get the 2 hp from spending in the banner area), then another 6 from Sariel, anon, and bern's surge uses, so either at 24/26 HP. Will most likely spend another surge after almost everyone elses are said and done.
"Bernkastel" (Bernkastel): 33/38 HP
Spend one surge, give +2 healing to all in the standard's aura, at full HP now. (was at 37/38 hp after sariel and i spend a surge.)
Torinn Tormine (Astaroth): 36/52 HP
+8 hp cause of surges spent so far, and I assume regen too, so he should be at full HP
Sureiya (Anonkun): 12/50 HP
Gain 6 HP from sariel, bern, and i spending surges, then spends a surge for 12 HP, so he is at 30 hp (32 if he gets +2 for spending a surge in the banner area)
Sariel (Liliane): 34/46 HP
Gain 2 HP from my surge being spent, then 11 hp from her surge, so at full.

Fun fact : A severed head can retain awareness of its surroundings for over a minute, and even express emotions, before the person finally dies.

Can't talk, though. Need lungs for that.

new expertise article in brief, as described by somebody else :

All scale at 11/21, and the expertise part is a feat bonus.

White Lotus Dueling Expertise (Req Arcane power source): +1/2/3 Arcane (weapon and implement) and basic attacks, requires arcane power source, when you hit w/arcane at-will, +2 untyped bonus to arcana and diplomacy, UEoYourNT.

Eldritch Fullisade Expertise: +1/2/3 bonus to weapon attacks with crossbow, +1/2/3 implement with wand, wand hand "free" for purposes of reloading the crossbow.

Dwarven Rod Expertise: +1/2/3 weapon attacks with mace, +1/2/3 implement attacks with rod, count a rod as a club for weapon attacks.

Battle Song Expertise (Req Bard): +1/2/3 weapon and implement attacks with "any weapon or wondrous item thathas a property allowing you to use it as an implementfor your bard powers and bard paragon path powers." also +1 feat bonus to bard/bard paragon that push/pull/slide

Devoted Priest Expertise: +1/2/3 with weapon attacks with a weapon, and implement attacks with a holy symbol (must be using both). When hitting a creature vuln to radiant with a weapon power, gain +1/2/3 untyped to the damage roll.

Devoted Protector Expertise: +1/2/3 weapon with weapon, implement with holy symbol and must be using a shield, gain a +1 (increase) shield bonus to ref when you hit with divine at will or a basic attack until the start of your next turn.

Mighty Crusader Expertise: Using holy symbol and a melee in 2h, +1/2/3 weapon with weapon, and implement with holy symbol, when using the weapon in 2h, you don't provoke ranged/area powers with holy symbol.

Hex Expertise(req warlock and warlock’s curse): +1/2/3 with weapon and implement with a pact blade and or another weapon with a property that allows it to function as a warlock implement for you. 1/day you can curse any creature you can see instead of closest.

War Wizard Expertise(req arcane power source) : +1/2/3 with Arcane (weapon and implement) and basic attacks with light/heavy blade, also when you hit an ally, you can reduce the damage by 4/6/8

Weapon Ki Expertise: +1/2/3 weapon and implement when wielding weapon and ki focus (bonus to both), also +1/2/3 untyped damage bonus to at-wills when wielding both vs bloodied enemies

Sounds like SWORDMAGE HYBRID REJOICE. War Wizard could also work. I like my Battle Caster but I guess Rin'll retract it due to a "suitable replacement" arising. :)

I don't think that's strictly better than not provoking OAs unless you're a Sage of Ages or decide to go the Three Stooges route to getting that bonus outside of combat.

Then again, that's something Lina Inverse would probably do, so I guess that's fine.

If they were constant benefits, though, they'd actually be fairly nice. I don't understand why you have to hit to gain some of those benefits.

Which is what CharOp is pretty much begging for. Or just fix Versatile Expertise to scale at levels 1/11/21. They don't even care about additional benefits nearly as much as just getting the stuff to scale properly. In fact, they've been throwing out their own suggestions:

>Benefit: You gain a +1 feat bonus to attack rolls. This bonus increases to +2 at 11th level and to +3 at 21st level.
>In addition, when you are wielding both an implement and a weapon and are proficient with both, when you attack with the weapon, you can choose to use the magical properties of the implement instead of the weapon's, and if you attack with the implement, you can choose to use the magical properties of the weapon instead of the implement's.

Or this:

huh, i can't help but sort of think of the similarity to blackwing lair or wherever nef was in old school WoW if this first fight had to do with one of the orbs allowing controll of a dragon or something. Though it could turn out that way sort of with the dragon being bent to their will.

Actually, it's somewhat plausible to get information out of the cultists if we can make them think they're being contacted by the manipulator. For that, though, we'd need the headdress, some minor cosmetic changes, and a good bluff roll.
