The room being on fire does not prevent anyone from being inside it! Furthermore, all the culprit needed to do was shoot through the ceiling to hit Rudolf in the chest! Then they left through one of the windows!

Then the culprit hid on the roof. And stabbed Rudolf from above, with a knife attached to a string. The culprit then pulled the string up to remove the knife, leaving no evidence behind. They then jumped off the roof into the snow, escaping...!

Going back to my first theory. The room which Battler and Genji arrived at was not the correct room. The chain may have been set, but Eva and Hideyoshi were in a different room.

Back to the fourth theory. The chain presents no problem to a culprit who can cut it. And they repaired the chain, setting it as they left.

It was never replaced or repaired.

Fifth theory. One of the two let the culprit inside. The culprit then killed them, set the chain, and fled through the bathroom... There's a hidden passage connecting the two bathrooms together!
