If you need to know how to measure it, do it like this:
First find the tip of the head. Not the tip of their hair, but where their skull ends and the hair begins (you made the sprite, you should have some idea). Then create a selection in the general shape of the head. Adjust it so that it stands straight and is as tall as it's gonna get.
Then create a new layer and fill the selection. It should fill the "head" area. Move the selection to the tip of the area you filled and fill that area as well. That area is the "chest", the upper part of the torso. This is where the breasts are, and where the arms join the shoulders.
Move it to the tip of the filled part and fill again. This is the "waist" and "hips" area, the lower part of the torso. When it meets the hips, the dress should flare out a little. The arms should be about this long, give or take a little.
Keep doing the selection and filling for the legs. Cut the sixth one in half. The top part is the "legs", the bottom is the "feet", where the shoes are and the hem of the dress ends.
It's easier and more accurate than copy/pasting the head, at least. Note that the width of the selection doesn't matter right now, since you're trying to find the height.
