I think the AI sometimes just forgets how to play in Civilization 4. Running a huge archipelago (no, Firefox spellcheck, not arpeggio) map, it's the early AD years, and I run into a completely isolated civilization with just one city. This makes no sense, as there was plenty of room for expansion on their island. There's plenty of room for peaceful expansion but I'm pretty sure Hannibal is gearing up for war (likely with me), though I have a huge tech edge on him and our military power is about equal (of course I can whip up a vastly superior army at any time, I just don't want to because I don't wanna pay maintenance or use hammers on production when I could be building universities and banks).

Plus I had like 3x the GNP of any other civilization and I didn't even Oracle slingshot Civil Service (though it's kind of silly how good the Great Lighthouse is on a map where there are tons of overseas foreign trade routes available). About a third of my commerce income was from foreign trade. If the AI bothered to build more cities (I think I had like 12 to the next-best AI having 8 or 9), it'd be even more.

Yeah, I have seen how sometimes the AI in strategy games goes dumb and do nothing for a while. This is probably because how extensive and complex writting an AI can be, most of the times they are written using "states machines" who are based in different "states", those states are usually changed in function of the game variables, for example there could be something like a "StartCivilizationState" in which it try to get more resources before actually making an army or something, and for the AI to be good it probably needs to have a really high number of different states so it can react to different kind of situations.


TL;dr It usually end like that because debuging and testing AI is usually a difficult thing to do and it's prone to leave some hidden bugs.

I understand AI is a complicated thing, and it probably can only really consider the forces I have available at the moment, rather than, say, the amount of forces I can have available "next turn" (if it's called for). This is crucial for declaring war in Civ, unfortunately, and why the AI is typically not regarded as very challenging. And also why in Multiplayer Civilization you see a lot of "massive alpha strikes" in war declarations, because giving a human player a couple of turns of preparation can doom an attack to failure very easily. It's also infinitely easier to defend than attack, because you can make better use of internal lines of reinforcement and your own road network.

Well actualy, if your turn comes first the AI could have absolutely all your data, what I think really makes hard to write AI is to make a simple model (normal difficulty) than you can easily alter to make it harder or easier, rather than writting completely new rules for each difficulty. But yeah, main reason of why AI sucks is because omgican'twinwhysohard people (like me in ougon)

The main problem is that yes the AI may have all my data, but there are a lot of variables, such as being able to convert population into production via slavery (whip out a few extra units). Or chopping a forest for extra production. Or re-allocating tiles, build overflow, etc.

Well yes there may be a lot of variables (which I am completely unaware and I can't argue about because I have really never player civ before ne) but I want to believe than the people who understand it the most are the game designers, and they were also probably the same who did the draft plan of the AI of the game. But yeah, trying to create an abstract perfect plan for a game like is probably so difficult than they decided to make it simple and not way too challenging.
Anyways playing against the computer is not really fun, even if it had a very good AI I think I would really rather play against a friend ne.

You don't seem to realize how much obscure and unannotated code there is, not to mention that it's necessary to compensate for interdependencies that there's no way of knowing about to begin with, and that it's written in languages that I've got no experience with. If I worked on it non-stop for a week I could probably implement any feature anyways, but there's no way multiple posts are worth that kind of effort.

Even humans have a hard time with the sheer numbers of variables. I mean, it's not like there's just one unit type you need to keep in mind--there are dozens, with varying costs and varying levels of effectiveness that depend on precisely where the combat is occurring.

The AI is okay about attacking with stacks of doom and stuff at least, but they're not so good with other things--like you can park 4 chariots outside their borders and they don't react like you're about to attack (a human player sure would in that scenario).
