I think the AI sometimes just forgets how to play in Civilization 4. Running a huge archipelago (no, Firefox spellcheck, not arpeggio) map, it's the early AD years, and I run into a completely isolated civilization with just one city. This makes no sense, as there was plenty of room for expansion on their island. There's plenty of room for peaceful expansion but I'm pretty sure Hannibal is gearing up for war (likely with me), though I have a huge tech edge on him and our military power is about equal (of course I can whip up a vastly superior army at any time, I just don't want to because I don't wanna pay maintenance or use hammers on production when I could be building universities and banks).
Plus I had like 3x the GNP of any other civilization and I didn't even Oracle slingshot Civil Service (though it's kind of silly how good the Great Lighthouse is on a map where there are tons of overseas foreign trade routes available). About a third of my commerce income was from foreign trade. If the AI bothered to build more cities (I think I had like 12 to the next-best AI having 8 or 9), it'd be even more.
